请问：江西南昌上海路服装二厂的集体户居民如何才办理准生证？

因为我已经咨询过相关部门，结果还是没有答案，我也去过上海路街办咨询过，去过上海路派出所和湖坊派出所，他们告诉我我这个地方现在没人管，所以我也找不到相关社区来开证明？请大家来支招。。。

到单位开证明盖章再到街办去办理！！！ 晕倒！什么单位啊？你的集体今电怪户口总是有哪个派出所厉唤的章吧，直接去派乡趋出所证明你的户籍存在就行了，然后直接去街办管计生的专员，实在不行你打江南都市报的电话，让他们暴暴光，还有光拿老百姓的钱不办事的道理！！！
